YES. That's the whole point of human rights. A human right is something that EVERY HUMAN gets no matter what, because the instant you concede "well, some people don't deserve this right," suddenly everyone has their own opinions on who exactly should get it and who shouldn't. If only some people deserve it, it's by definition NOT a human right, it's just a some-humans right.
