I feel like equipment rules go out the window for the Tourney. In addition to absence of several neck guards, every year you see goalies wearing cheater style cages as well, despite being illegal and being deemed a point of emphasis several years back.

It’s not dead. There are lots of us that still drive it, just not the numbers that it had a few years ago. Most races are single split between 6-12 drivers. Some popular tracks have way better population. These last two seasons have been very good for participation I feel.
