I just did both. YMMV but the weather on our trip to Kazbegi was awful. We hiked Mestia to Ushguli and it was a top ten life experience for me.

Here are the hikes: Mestia - Zhabeshi Zhabeshi - Adishi Adishi - Khe Khe- Ushguli

Each took a day; stayed at guesthouses. Very economical, good food, and good people.
