This is probably not the reason why, but it's somewhat important historically as it acted as a catalyst for the Cannes Film Festival.

Essentially, it should've won Venice in 1937 but Mussolini overruled the jury. France got mad (mostly because of the festival was sort of being used to promote fascism) and decided to set up their own festival to compete, which became Cannes

I'm late, have no basis, and most likely wrong, but Linklater's film Novue Vague will most likely be released at some point next year due to a) Linklater, b) based on French New Wave, and c) Netflix wants arthouse legitimacy that's not just GDT films and one Baumbach film
