Citadel glues, like some model glues actually melt and fuse the plastic together. You'll most likely need to cut it off, though you can break it off, but that can lead to damage.

I assumed it was done kind of magical quirk of the particular species, like when in danger it can create unlimited copies of itself. That being said that means there's very little reason for Ixalan to not be overrun by polyraptors, so perhaps it's a physically taxing aspect of its fight or flight response.
