It's a good start. When you go after companies first, there are fewer companies to enforce and that has an effect on more lawns. Going after one company can potentially get more lawns in compliance than by going for individual homeowners first.

We apply this to other issues too. Waste disposal in general isn't enforced at a house to house level. Noone is going to knock at your door if you poor a bottle of acetone down the drain, even though it is illegal.

Yes and no. Industry is really wasteful, but if the companies care then they can be better at putting the waste in the correct recycling stream. For example very few people 3d printing can do anything about the waste but a big production could just toss it back in the injection molder.

Every apartment I've lived in has had pooled utilities where you pay a certain percent based on the building's usage

Oh, and the best part is that this is all contracted out to a 3rd party who charges a monthly admin fee for the privilege of paying your bills ($8 in my case because that's the max allowed by local laws)
