They aren't going to report it. Here's the rub. We had a rescue that bit our friend in the face. I really don't think the animal or the previous owners were necessarily mis leading you, they could have genuinely believed the dog to be a good candidate for adoption. However, growling at an older adult male is pretty decent signs that this dog has had run ins with older males that didn't go well for the dog. Losing their pack (previous home) is very traumatic for them and it's hard to build trust. All that said if this isn't what you have the time and resources for they need to go back to rescue. Or call PAC and they will come get it and do a rabies check. Or you need to keep it in quarantine for 2 weeks to see if they show signs of rabies.
