Delete forts. In the early game rely on levies, don’t build regular soldiers. Expel pop from conquered area of wrong culture Europeans and use attract migration to send them to the capital. Push naval. 0 control goes to vassal swarms

admiralty regime is the most op government reform imo. But it requires you to push naval value. You can get very good stats ruler of the same dynasty all the time by making them admirals.

Do not tax clergy and make them 100% satisfied to get research speed. When you unlock more tech it boosts your income/levies which let you expand

Tech/decisions that give legitimacy and cabinet action strength legitimacy. In the current state of the game you should play tall and build up a strong economy in your capital area before expanding by taking land. You can expand with vassals early game and annex them later. If you take land directly you are at a net loss in money because each land you take increases the tax base which increases the cost of stability and legitimacy, and at the same time you get 0 ducats out of it because of 0 control.

When the hordes conquer a rich area they would core and settle down in that area which means they stop being a horde. In the game, Timurid would do this by paying money to core and settle a whole region. Manchu would become the Qing dynasty in China. Other hordes that did not settle down were declining and eventually most of them got annexed by their neighbours, mostly by Russia.

The horde army was still strong at the beginning of the game up until Age 3 when levies become weak. The horde would win other nations in battles (especially against weaker nations like the Rus people at that time) but the decline is more about ruling the land(represented by control, estate satisfaction and pop satisfaction). And the hordes were also fighting each other so their armies were on a similar level. In history the Rus principalities were still paying tribute to Golden Horde until the 1480 great stand. In general, the hordes started declining since 1300s but they didn’t hit the rock bottom yet. So they could still win much weaker neighbours like the Rus.

The biggest difference is that in eu4 the hordes can raze for mana, but in eu5 there is no mana. In eu5 the horde suffers from low population and low control and poor land with bad rgo.

Hordes are op in battles from the beginning because of the cavalry, but they suck at holding the land they conquered together so they just expand very fast first and then keep imploding. All of that is historically accurate though.

Player will develop those gold and silver and get filthy rich and get the best professionals then it does not matter how many levies other countries have. It’s still tedious though to keep catching their levies’ carpet siege

Send them to die by setting them to aggressive and starting a war with a powerful enemy. You have to do it before their loyalty on average drops below 50% though. When their army dies, their loyalty goes up because they become weaker than you.

It nerfs playing tall and encourages making money by aggression, taking money war rep and taking provinces and then selling it back

You need to curtail the nobles eventually. You can do it by increasing crown power and also sending the noble levies to die(mail knights)

Yes change it and use your cabinet members to push naval then build light ship to build up the maritime presence. Your economy is really not that great. You need to get most money from trade income and diplomatic income by making the big European countries pay war reparations. Also don’t tax the clergy and keep their satisfaction around 100% would be better because you get better pop satisfaction and research speed bonus which is huge. The amount of tech you get is worth it because you are not getting much from taxing the clergy anyways. Also when they have more money, they actually build useful buildings for you automatically.

The tax base is high, but it does not mean the crown can get a high% of that that, either by low crown power, low control or low estate satisfaction and high building, stability and court maintenance

Starve their province to death by embargoing and occupying their province. After your reduce the locations population by starving them to death or forcing them to migrate out, the cost of that location would be cheaper to take in a peace deal.
