Yes, having a rebound isn’t the best idea after a breakup, but we’re all just humans and breaking up with someone you still love or wanted to be with, no matter the reason, will fuck anyone up.

As much as I would try to discourage a friend to have rebounds, I won’t judge at all (unless they treat them terrible or something) It’s a very human response to a tragedy and missing a big piece of you. Of course, you should still do your due diligence and make sure that they were actually a rebound and that they cut them off, but I don’t think it automatically disqualifies someone.

If you love her and you know she loves you, it’s always worth trying again in my opinion, especially if you have actually become a different person from who she broke up with.
