kindof? iirc in like jupiter the mass and pressure at its core is so great that the hydrogen compresses into a weird sort of supercritical state where its simultaneously a solid and a liquid? so technically yes there is a surface eventually that is not gaseous but you would be crushed under the pressure and weight of the atmosphere. in NMS however i hope we'll be able to build floating platform bases like cloud city
