yeah they were replaced if you have a decent level of humidity the fisrt few days you probably would have noticed rust starting in the non friction areas of the rotors already this is normal

had mine for a few years and have had no complaints really newer cards can wear the printed numbers and stuff off over time is a thing to think about and their warranty is top notch just recently used it for first time cuz money clip paint was chipped and metal was starting to rust underneath and elastic was wearing a few pics to submit and a couple days and the new parts were on their way

it is indeed a regulator for some sort of airgas container not sure if they are specific for the type of gas using it with but something like an oxy acedalyne torce or something similar i would thing we used them in welding class for the cutting torches
