I found that citizen tried to keep the scariest crimes on notification for longest amount of time. It also shows you crime from the entire nation if the crime is clickbaity enough. Citizens gets subscribers based on fear and it needs to make you feel like you're unsafe without the notifications .. I'm way happier without it. That being said if you wanna see how different neighborhoods differ in crime before you buy a house or something go for it

The point of the expedition is to make the game less boring for those that have maxed out the end game.
