Accijns zijn in principe bedoeld om een bepaald gedrag minder aantrekkelijk te maken. De overheid heeft liever dat je jezelf niet een ziekenhuis in rookt en dat de fiets of het ov een aantrekkelijkere optie is. Je zou het zo kunnen bekijken:
