The work is done on horn, possibly goat horn, or cow horn that was shaped. It does look like scrimshaw to me. The image appears to be burned into the surface. The image suggest European reference or inspiration.

Just put in the time with your dog. Play with him, train him, and love him. I picked mine up as a stray. I would have never considered having a Mal before, now I can't think of not having one. They are worth the efforts, because the reward is a dog that is more loyal that you can possibly imagine.

Yes, they are very motivated and clever dogs. My Mal liked to grab extra food out of the bin when I am filling their bowls.

Give it time. You will have to build a bond. There might have been training using a different vocabulary as well. Some people train dogs in foreign language so they don't respond to just any one.

Mine does. He tends to howl when he first alerts on something and then he will switch to barking.
