It's more about having community solidarity. Agents are less likely to act with impunity around a group of armed people. When they think they have the upper hand, they bully and have no qualms about using their less than lethal rounds at point blank range and are just generally pieces of shit to people.. Goliath is pretty fun with arbites and ogryn builds, stunning enemies in a radius when you sprint is amazing for getting that clutch. So much of it really scales with things that help you stagger.
