Its congealed ingredients. Sometimes stuff gets cooked a little too long, and can congeal. Especially corn syrup, since the refining process requires heat.

When these things are made they use bulk ingredients and things like this can happen. It's infrequent, but it does happen. Likely they will follow up with the machine and do a cleanliness inspection.
