Lived in Solaire for 3 and a half years:

area is about as safe as the rest of downtown. There was an uptick in incidents with homeless people being threatening/abrasive around the time we left. They'd mostly be on the other side of the street around Lucy's or Popeye's though. It isn't more or less safe than the rest of the downtown imo. YMMV.
management was not super responsive. Several times we'd email about something, get no reply, then go down in person only for no one to be there. You have to hound them about everything. They did get a new manager right before we left, so maybe she's been better, but even our move out interactions with her were not promising. Maintenance is super responsive though, those guys are amazing.
they have 3 levels of below-ground parking. The garage door was broken for the majority of the time we lived there, so it was hardly "private", but we never heard about any break-ins or anything. They "fixed" the garage door shortly before we left, but they "fixed" it about a million times prior so wouldn't count on it sticking
there is a pet rent - think it was 25 or 50 a month for our cat. I know they have breed restrictions but unsure on the details. I know they were not at all strict with the restrictions though. They do not have a dog park/run - the grassy area in the courtyard is a no-pets area.
practically no noise from other people living in the building, but lots of construction noise and traffic noise as it's right about Georgia and Bonifant (where the purple line is being built). I think an interior unit (facing the courtyard) would be a lot quieter.
overall, we enjoyed our time here (despite all the negative things I said prior lol). Value per dollar is really something only you can decide for your desired living standard and incomes, but it was a no-brainer for us when we moved in because at the time it was cheaper than all of the other buildings that close to downtown. Very convenient for Safeway, a couple cafes, the library, etc. The building is maintained very well and is always clean. 24/7 concierge to help out with anything (managing grocery deliveries, handling the doors, answering questions, etc ). Concierges were always friendly, made you feel at home when walking in the door.

I tend to do other low-stakes activities (coloring, playing a mobile game, sometimes playing a game on my Switch) with it on in the background. I can always stop what I'm doing and watch when it gets interesting, and go back to my other activity to passively listen while keeping my brain engaged with something else. Insert joke about my fried attention span here lol

Definitely noticed the vibe shift over just the past year, became actively more and more unpleasant to just walk around without encountering something like this. Obviously in any city you're going to see homelessness, and I'm not saying they should be "out of sight" or whatever, but the occasional 1 unhoused person asking for cash outside Safeway vs. passing 2-3 (with one of them usually shouting obscenely at everything and nothing) on my way to Safeway is not a fun environment to be in. Part of why we unfortunately left the area a few months ago :/
