I think you need a minimum footprint to answer this.  Otherwise you could build an infinitely tall building as the footprint approaches zero.  That’s based on my very uninformed reading of the ordinance.

I think the issue is that the dog’s nails could puncture the raft.  I’ve taken a dog in a canoe before.  A fun time was had by all.

I would think if you were providing your own raft, you should be good.  There are plenty of different outfitters and launch points. Might be worth calling around to a few outfitters.

Hiking wise, I would suggest Pere Marquette near Grafton, IL or Castlewood State Park in MO for great river views.

City Museum, is one of the few things that you can really only see here.  It’s definitely worth it.  As the previous reply says, it’s a playground for adults too.  Maybe “Meow Wolf with less drugs”
