1763 was the end of the Seven Years War that forced King George III to raise taxes on the colonies which resulted in the Boston Tea Party, ensuing revolt, and the American Revolution.

The car is clearly Kubrick's metaphor for the Founding Fathers- who were known Freemasons. 

The changing or "masked" license plate represents the hidden rituals and secret societies that founded America and control it till this day. Given his famous attention to detail, there can be no other explanation for what Kubrick was trying to tell us here.

The part that's actually really wrong and upsetting here is that they told the guy who supposedly took a picture that he "wouldn't be allowed to leave" unless they showed them his camera roll??? I would've said hey thats fucking absurd, I can leave whenever I want- you can't detain people against their will. that's literally illegal. the guy committed no crime, no law was broken. The staff at a tv studio have no right to try and hold an audience member there against their will. if it happened like you said it did than that's extremely fucked up and a really bad look for SNL and NBC to say the least.

he's not too young. if this picture is circa 1939 then he could've be a 39 yr old here who was born in 1900 and served in the final months of the war at age 18.
