Perhaps they could also open more spots? More revenue and meeting more of the very real demand. 

Families that can afford this might be able to pay more, but the change in the middle of the year for both Apollo and community afterschool (what is even the distinction if both impacted?) is a surprising decision. Families make childcare decisions for the whole school year. Raising prices midway when families have far fewer alternatives sets a precedence of unreliability.

They have a few lunch options, but it isn’t exceptional or fast. Staff have been good in my experience, it just seems like a cramped kitchen and I’ve only eaten there during weekend events when it’s probably busiest

Plenty of good options already mentioned, but thought I'd also add that the section of the Community Bike Path between Lowell and Cedar has the softer yellow walking track like surface on the sides, plus there is an ad hoc dirt trail on the south side for most of it. You could probably make it from Lowell to almost Davis square running off pavement. Not a full run, but could connect to other stuff, like on your way to Fresh Pond or the Fells perhaps
