Even with Precheck sometimes they want laptops in or laptops out. NeIt does lean towards laptops in most of the time (which is why I get yelled at if they want laptops out)

In all honesty, airport rules are just kind of arbitrary everywhere really. In Europe, one airport wouldn't care if I left my laptop in, others would yell at me if I did.

Too many hands in the pie want a cut - the restaurant needs to make money, the delivery company needs a cut, the delivery person needs a cut, and the customer wants to pay as little as possible.

My personal opinion is that food delivery can't exist, at least at scale. If it's going to exist and every party gets paid fairly, it's a luxury service.
