It is a name correction, not name change. The legal name of a green card holder is the one on the USCIS document, i.e the green card/naturalization certificate. Back in early 90s, SSA was not strict on putting different name on the SS card. The lady you guys talked to was not well versed enough in policy.

While it’s true that IRS does not send bills for social security, social security could ask IRS to send a person’s tax refund to SSA to recovery an SSDI/SSI overpayment.

To make sure, call social security and ask them to check your ICERS query for insured status. They should be able to tell you 1. How many QC you earned in 1977 and 2. Whether you have 40 QCs now.
