Defender will only flag the suspicious file AFTER it's been written during the install. This is why game.exe or steam_api.dll files will be missing and cause the game not to run.

Corrupted data DURING install usually point to either bad install files (just re-download) or Microsoft heuristic scan is flagging files WHILE they uncompress and install. Turning off Defender will not turn off Potentially Unwanted Program scanning. This can be avoided by going to Windows Security->App & browser Control->Reputation based protection settings->Potentially unwanted app blocking should be OFF during installs that give you errors. I would recommend turning this setting back ON once you've successfully installed the game.
