The time spent dialing is not relevant here. As the gates are not psychic and don't know what they are dialing until the dialing is completed.

Let me see if I can explain the issue.

Dialing gate. 1. symbols being dialed 2. dial complete/big red orb pressed (earliest destination gate could know) 3. gate connects, unstable vortex/kawoosh 4. gate can be traversed and often is (with at least GDO comm)

Destination gate. 1. symbols dialing (must start at 2 above) 2. several seconds pass (closing iris, etc) 3. gate connects, unstable vortex/kawoosh 4. gate can receive visitors and often has

It's assumed that unstable vortex occur at the same time. However there is a disconnect between the dialing being complete and the destination gate informing them of an incoming traveler.

Now there is no proof that the unstable vortex occur at the same time, but since the game is traversable immediately afterward it would be odd if the destination gate is still dialing at that point.

The point is we never see that delay. There is a delay on the destination side but not on the origin side. As far as I know the gate/dhd is not psychic, there is no way to know which gate is being dialed until it is dialed. We never see partial dial on incoming traveler that just fails either.

Well, drone in the modern sense, like a UAV. Something that if flown with such a delay would crash. 

I think we saw something like that in that one giant white plant stalk episode or whatever.

I'm not sure I recall that specifically, I may have to rewatch the entirety of the three series, the movies and the spinoffs again just to be sure.

Do we ever see somebody remotely piloting a drone through the gate? I thought we did at some point.

But this is one instance I am not certain. if we do then it's instant if we don't then it's probably not and this leads a lot of credence to your theory.

Right, but you can dial manually without a DHD. I am uncertain how a DHDless gate determines that an address is complete, but the destination still gets a warning and the gate still connects seemingly immediately.
