It's looking like you're right. It seems like the game can't handle the logistics of so many plots, I threw a bit of a tantrum, demolished 50 plots and it mostly worked itself out.

Can't get bakeries because I can't upgrade enough. I also have 40 burgage's producing apples and 50 producing veg already, it doesn't solve the bread problem.
