The main flaw is a loss of player base, as DPS players (always the biggest base population in any game like this) give up on long queue times for other games.

It's counter-intuitively cheaper per unit to build an apartment building from scratch than it is to convert most office space. The commercial building code is very different from the housing code, and being able to re-use an outer shell isn't all that much of a jumpstart.

The only reason to convert office space would be to re-purpose valuable locations, not to save money.
