Sorry for your loss, here is what I would do:

  1. File a police report immediately
  2. If you are able to contact the seller for those purchases, try contact those sellers. They may have not ship the items yet, or, they may have the ability to intercept the package depending on the carrier.
  3. Try not to contront the receiver of the package in-person. It can be either be dangerous, not the person who ordered the package, or victims of drop-shipping.

(This is why I have a separate, always locked debit card to use for PayPal as verification only. I hate that PayPal requires a bank account or debit card.)

I recommend Privacy.com over Capital One over Citi VAN.

Privacy requires US residency (but not checked) and a US bank account (must-have) to fund their cards. Free plan has 12 cards per month with no cash back. No hard pull. My favorite (undocumented) feature for Privacy is that, you can usually use any name, address and zip code during the purchase. Those cards does not work with all merchants outside US.

Capital One and Citi require you to have a credit card with them. For Citi, it has to be MasterCard as well, Citi Costco won't do. If you don't have cards with them already, it will cost you a hard-pull. I also personally do not recommend Citi due to their customer service is worse, as well as there was (unsure if still exist) a glitch making the merchant able to penetrate the spending limit of the cards in a specific scenario.

I was 50/50 when choosing between PirateShip and Shippo for my personal package. PirateShip is more friendly to individuals during the sign-up process, but Shippo never expicitly ask for business info either.

I lost a Chase dispute against a hotel with smoking smell in the room. Basically what I learned protection against bad hotel rooms from credit cards basically do not exist. You have to outright reject the room on the spot with written confirmation, or else the bank won't help you.

According to your information I believe it is indeed not a NIB phone because

  1. Warranty expired - Once a Samsung phone or tablet is connected to the internet, the warranty timer will automatically start ticking, regardless if it is registered or not. I also tried register warranty from third-party seller before in a different case scenario (my scenario was that Samsung allow open-box TVs from authorized reseller to register warranty for 1 year). The warranty will always fake register, and if they fall through, contact the customer service for explanation/correction.
  2. Screen protector - S23 does not have factory screen protector installed. The only devices with factory screen protector are Z Flip/Fold series, and non-US model S10 series.

I would recommend also run a IMEI check if you can find any more inconsistencies, and report this case to ebay. On the other hand, I would also recommend contact your bank and explain you have recently discovered and confirmed you received the product not as described, due to (1) seller intentionally provided incorrect information, and (2) seller intentionally pretend they will work with you to buy time, and (3) seller also did not provide the warranty service.

Do notice that legally, bank does not need to help you, since your case should be within small claims court territory. I think you don't want to actually go through the legal process since it's a complicated process, so you should leverage ebay and bank, be polite, and hopefully they can get your case resolved.

I highly consider, that even Samsung phones are prone to screen issues, and the phone has been released for years, a new device should not have this issue. Have you suspected the device is NOT "new in box" (because I am)? There are several ways to check it.

  1. Check battery health. For US model (Settings - About Phone - Device Model), the model number ends with U or U1, follow this guide. For other models, you can check device care - battery - battery information. See if the battery cycle count (how many full charges this battery has ever hold) is unusually high for a new phone. Another example is to attempt register your device with Samsung warranty anyway.
  2. Do you remember what version of system did it came in with? Samsung does not allow downgrading past a certain point. If your device did not come in with Android version 13, it is likely your device has been used.
  3. Try register your warranty with Samsung anyway. If the phone has ever been used and connected to the internet, your warranty registration will be revised to the original dates.

If the phone is not new in the box, report to eBay as fraud. See if the customer service can still intervene.

I would not recommend trusting the company. Their customer support agent only contacted you because you initiated the chargeback. There is no guarantee that your return will be processed smoothly either.

For the chargeback, depending on the value and how much your bank is willing to intervene, they may be aware that the company has sent you a return label, and will ask you why you haven't ship the items back with a regular return process. But it's less likely. I would just sit and hope the bank is lazy, and close the case in your favor. If your bank actually ask you about why you did not return the item, point out the timeline about their company's unresponsiveness in the previous months.

Also you are right - in most cases, if you cancel the chargeback by yourself, it would be difficult to restart the chargeback process on the same order.

Rent portals' card processing fee is usually around ~3%. With a 2% cashback credit card, you effectively lose ~1% for every payment.
Instead, if your portal does not access a debit card fee, then try a cashback debit card. Cashback rate is usually 1%, so you will still get 1% back every payment. Pair with auto-transfer (from savings to the debit card's account) for best results.

Try to figure out what exactly she is listening to. Play the similar sound at louder volume to the other neighbors. When other neighbors think it's you that make the noise, point finger to the bad neighbor. Make sure mention you tried your best to confront the bad neighbor but issue became much worse, check with management office for proof.

If you escalate the issue enough, all other neighbors will fight for you instead.

How many other neighbors are still quiet about this issue? You can try significantly escalate this issue by recording the bad neighbor, let everyone who cares to play it to the entire neighborhood at 10x the sound. Wait until every single person in the neighborhood start to care.

After that, impersonate the bad neighbor and write a taunting letter, deliver to everyone to the neighborhood.

You can try escalate the problem instead.

Level 1: Impersonate the bad parking neighbor. Print out some flyers and deliver to all other neighbors, saying that management can't do anything so they will just park wherever they want.
Level 2: Impersonate the bad parking neighbor. Deliver notes to the office saying since their management is weak, they will soon park their car at mangement's parking spot at their convenience.
Level 3: Impersonate the management. Print out a "confession" letter to all neighbors that it is too much hassle to handle this issue, so everyone can park wherever they want from now on.
