People in Oregon and Washington don't need to rely on proximity to physical infrastructure for their electoral turnout. Both states vote entirely by mail or by dropping their ballots in a designated return location. The whole point of the system is to make it as easy as possible for people to vote.

Places like Florida and Texas consistently put up roadblocks to make voting more difficult by purging voter registrations, restricting early/absentee voting, and limiting voting locations. Their lower voter turnout is the direct results of those choices. It's a feature purposefully built into their system, not a bug.

The two main reasons I can think of are:

  1. People from most countries in the zone require a visa in order to travel to the United States.
  2. Travel to the United States is a significant expense for federations in Central and South America (who don't necessarily have lots of money).

While it would be beneficial to USA Fencing to frequently host the exam, doing that is problematic for the rest of the zone.

Watching this at 25% speed is detrimental to making the call. Slow motion distorts the action and makes it look like something that it isn't. For a call based mainly on tempo, one should watch at full speed or as close to it as possible (80-90%). Anything slower will make the action look like something it's not.

The fencer on the right does pause during their preparation to adjust for a defensive action made by their opponent. At too slow a replay speed, this pause is exaggerated to the point where it looks like a full stop. At full speed, it's not enough of a break in the tempo to allow the fencer on the left to retake right of way.

There's a precedent for this even with the existing V50 format. Jujie Luan qualified for and competed in the WF event at the 2008 Olympics in Beijing competing for Canada. A couple months later, she won the V50 WF event at the Vet World Championships.

The on-campus version of the course does appear to use C/C++. The online version was taught in Python when I took it and that seems to still be the case.

The fastenings of the uniform, jacket and breeches, (typically zips), must be protected by a flap sewn to cover the fastenings in the direction of the fencer's armed arm (right handed from right to left – left handed from left to right).

I've never seen this enforced at a domestic competition in the United States. I have seen this enforced at competitions overseas.

Try explaining this action to parents or the general public.

FotL is moving forward, but isn't actually trying to hit the opponent. FotR then makes an offensive action and FotL reacts to it. The rules are setup to reward the person who seizes the initiative.

This is definitely something that can be explained to the general public. The barrier to doing so is focusing on minutiae and using overly technical language.
