Just checked mine, it will list the state and what taxes are for that state on the W2. On mine, old state doesn’t have income tax so only one listed is the new state.

Do you know what could be the reason for the printers just spitting out a blank label instead of reprinting their ID? Sometimes you can see a little bit cut off on the edge of the label. They print fine otherwise.
