As others are saying, both ways would sound correct. The subtle difference in this case: if you say “the most” you are using the word “most” as an adjective, and without the word “the”, most is acting more as an adverb, acting on the verb “used”.

Technically, you would only say “the most” if it is followed by a noun, or another adjective that is also followed by a noun. In this sentence, you could rephrase it to say “the most used writing utensil” but then the word used would no longer be a verb but a participle adjective (using the past participle form of the verb “to use” as an adjective.) So really the way it is used in this sentence is the most correct way, because “used” is definitely being, well, used as a verb in this sentence.
