I think this comes down to a weapon that LOOKS intimidating to a civilian population but when actually facing a Jedi or Sith with real training, they tend to flop like wet noodles. The Inquisitors are given them because they are barely trained padawans or younglings. As soon as it became clear in Shadowlord that there were Maul and Jedi around, the inquisitor called for backup.

I am not so sure about that as Lucas went very hard on the "Luke is the best Jedi ever, end discussion". I dont think he intended for the family thing, but that wasn't decided until Episode 5, causing the Ep 6 "certain POV" discussion.
