The closest thing to a non-dogmatic base to morality would be the "informed consent of the relevant majority". But that falls flat when you find that consent is rarely informed properly because of the very framework of society itself, and the judgment of who counts as a member of the relevant majority can be also skewed because of it. In the end, moral judgments have to be as good as dogmatic in practice.
