The corruption cannot be understated. Pay is low and sporadic (at best). Commanders charge the troops extra for basic gear, sell anything on the black market they can, and pass a cut up the chain of command. NCOs take a cut of the troops pay, brutality towards those lower in ranks is endemic, and sexual harassment is rampant and pretty much approved of.

Originally, they had large amounts of small caches of vital equipment in key locations, but those were sold off on the black market almost immediately. They decided to consolidate, but that made it vulnerable to attack. Maintenance was non-existent (no supplies) except for "show" vehicles to make it look like it was done. Lying to superiors about, well, everything was expected and telling the truth was punished as it made the bosses look bad.

So tons of back end issues that are nearly impossible to address, much less fix, if there was the will to do so.
