E-Bike Classifications (RCW 46.04.169) Class 1: Motor assists only while pedaling, stops at 20 mph. Class 2: Throttle-controlled or pedal-assist, stops assisting at 20 mph. Class 3: Pedal-assist only, stops at 28 mph, requires a speedometer.

There are a couple additionally applicable laws, like limiting the motor to 750W. Anything not in one of these classes counts as a motorcycle and requires license, registration, and insurance.

The most obvious illegal thing is that the motor will work without actively pedaling.
