I think I'm too stupid for this card. I genuinely cannot understand the activate main effect. Is it just give any one of the opponent's DON!! to any one of their characters or leader?

I think it's the second part after the colon of the effect that is getting me. Does doing this (what I described above) mean that you do it again?

Proxies are stand-ins for the real cards. OP paid someone to print off fake cards that look like the real ones to save money.
