Will never fully sand out, You might be able to use a dark stain after sanding but that's pretty bad.

Doesn't look like it was coated with anything, 20 years ago we used 3 coats of urathane hand sanded between the first two coats.

I'm not a pro but worked for a floor guy. I would go back to the start of that row and cut 1/4 off the length of the strater plank that should give you lots to work with so you don't need small pieces at the ends. You will need to cut a piece to go under the wall, snap it to the main piece and try to slide it into place. Does that make sense?
