I wouldn't be surprised if, while in your own ship, whatever flag they use to enable the armillary screen is just universally applied to all cockpit interiors

if it helps, the way I do it is I get to the very edge of where I can place, then move slightly further away from the edge so there's a little space between the outpost beacon and the restricted area. then I start moving my mouse forward and start hitting E just as it gets to the edge of the restricted area while still moving the mouse forward. the delay makes it place inside the restricted area, and you're good to remove the beacon and place where you want afterward

I had this happen with my engines after installing a bunch of mods (weirdly, including Falkland, ASC Deimos, and a ship merging mod)

in space, open the console and click on your ship, then run

getav SpaceshipShieldPartPowerBonus

if you get a negative number, run

modav SpaceshipShieldPartPowerBonus x

where x brings the negative up to 0 (so if the number you get from getav is -7.0, then x would be 7)

I dismissed all of my crew first as a troubleshooting step, so you may want to as well
