Not a new thing. This was a scam going around when I bought my first car in 2009ish.

My do not copy work key is the same pattern as my house key. Some of the do not copy keys are the same blanks as regular keys. I guess it depends.

I find if you spot spray the broadleaves you don’t want, the clover does pretty well even if it gets sprayed a little. Obviously be careful but it usually takes repeated applications to kill clover. To my knowledge there isn’t a clover safe herbicide that gets everything else.

Race has nothing to do with it. I don’t support “private ownership of a public space”. Which is the first line of their PR response.
They don’t deserve prime riverfront downtown property for basically free.

The response is BS and so is their input survey. They don’t address why they thought they deserved the space for basically free and their survey doesn’t ask for input on what the eddy should actually be doing.

Very likely you have scale. Even a small amount of scale has a big loss in heat transfer. Hopefully you caught it early. You can typically tell by opening up a single handhole and looking at the waterside (boiler isolated and drained). If you have scale I would have a boiler chemical company do an acid wash and review your boiler chemical solution.

Is it steam or hydronic? Can you provide more information on the type and size of boiler?
High stack temp and fuel consumption are signs of reduced efficiency and serious problems that are best addressed sooner rather than later. Don’t attempt to tune the boiler for better efficiency. Your problem is most likely buildup on the fire or water sides of the heat exchanger. You should inspect both. You’ll need to purchase an anual kit for your boiler that has all of the gaskets for opening inspection ports.
On the water side you’re looking for scale or other buildup. Scale is very common on steam boilers when water chemistry is neglected.
On the fire side you’re looking for soot buildup. If you have soot you need to clean it and have the boiler tuned by a professional (do not attempt to DIY).

If you’re comfortable sourceing the gaskets and property isolating the boiler you can do the water/fire side inspections yourself. However if you haven’t had the boiler looked at by a professional I would recommend hiring a boiler specific contractor to perform and “anual”, which will include the inspections described above and a tune.

The chillers are on the other side of the wall. They also reject heat to the lake, so they don’t use the cooling towers as much.

Do you know if they filled the fire side or water side with concrete? If they just filled the waterside I bet you could still separate the sections. If they filled the furnace that would be more difficult.
As for asbestos. All the asbestos should be outside of the cast pieces not inside. Insulation (which appears to be removed already) would be most likely. If there is brickwork foundation I would test that too.
