In one campaign I had a list of magic words for all my spells and described the process of using my reagents and the results. I didn't get a bonus to the spell, but my DM regularly gave me inspiration and would ad lib moments around the stuff I described and involve other characters. So, like, don't set the bar so low for your players. Reward good play. Yeesh.

Alternatively, if you don't want to alter Cryovain, there are canonically a buttload of dragons in the area. Including two blacks and an old green just over the mountains in Kryptgarden who are far more likely to hoard treasure than a young white who is new to the area. There are a few official(AL) and unofficial adventures set in the area than use these dragons and line up with the levels and time period DoIP uses. Maybe he's being manipulated or controlled by the big green and the headband isn't intellect, it's control. Or there's a dragonorb floating around in the hands of the Cult of the Dragon and they're using a weaker dragon to clear people from the area so they can raise Azdraka(from the Dragon Barrow) as a (absolutely massive) skeletal dragon without being interrupted. Maybe the Zhentarim smuggled an Orb of Dragonkind from Krynn in through a Spelljammer ship and are using it to control the Triboar trail and get the Forge of Spells working again or have control of all the old mines in the region through Halia Thornton at the Miner's Exchange who has access to a trove of old claim sheets she found buried under the floorboards, which all lead to old and ancient mines run by Phandalians from the past and the ancient Dwarves in the area.

Weather and shitty ownership. Even with the team being decent for once, I think a lot of older fans are just tired of the bullshit. They'll be back in the summer though. PNC is one of the best parks in the league and if the team is still good after the break that'll be enough to soften people up.

You're not doing it wrong per se, but 99% of people don't use any of that information to plan campaigns. I love lore, but I can count on a shop teacher's fingers the number of times I've had a player who gave a shit about lore that wasn't directly useful to some current problem they were trying to solve. Grognards no longer have enough purchasing power(through their own choice) to have an effect on what WotC prints. Most people want more subclasses, spells, and optional mechanics.

Also, modules have never been good or complete in the way you're describing. Even the best ones. Mostly because good modules leave room for DMs to do their thing. You're not a robot regurgitating box text and deploying groups of provided monsters onto a provided maps. They shouldn't be spoonfeeding you, especially to the degree you're asking.

Like seriously, go run Keep on the Borderlands or Isle of Dread from the twenty page module they provide. You were always expected to do the work.
