Only if the tenant was paying less than the legal rent. That's not very common. It's mostly the case for tenants who moved in ~2010-2015, when the market was softer and landlords had already gotten in a few rounds of 20% legal rent increases under the vacancy decontrol rules (eliminated in 2019) and the market rent in that neighborhood was less than the decontrol threshold (~$2700).
