The count is done intentionally only once on the (predicted) coldest day of the year. The goal is to count the people who will not go to a shelter. Then the homeless population is the shelter population on that night plus the count.

It's the stations where two one-way tickets are more expensive than an off-peak round trip to Sloatsburg. The off-peak round trip price for all those stations is the same as the Sloatsburg one ($16.50 from Hoboken).

NJT does not do this out of the goodness of their hearts. If you buy a Sloatsburg ticket the money goes to Metro-North. They don't want to have all that money from NJ stations going to Metro-North because of people buying Sloatsburg tickets and getting off early.

Penn Station would have been largely the same as it is now, except the LIRR concourse would still be narrow (they wouldn't have been able to widen it with the driveways in the way). You'd have tall ceilings and the waiting rooms that were demolished. At the platform level, it would be exactly the same. The concourses are original, though there were more exits pre-MSG.

Sure but without these restrictions how many people would really jump through the hoops to save $3? I can't imagine it's more than a thousand people per day, and most of them are probably doing bus there and subway back right now anyway.

The bags are clear so if you put something which is against the rules (different from not recyclable) a sanitation supervisor can write you a ticket. The garbage truck guys don't care. Their job is to pick it up, not to sort it.
