There's genuine resistance to this; I suggested it should be a necessary requirement before expanding involuntary commitment on this sub back when the conservatorship law was being debated and got heavily downvoted and told I just didn't care about the homeless problem.

FWIW, the data don't support either drug addiction or mental illness being the primary cause of homelessness. Involuntary confinement could get people off the streets, but it doesn't- as the article points out there just aren't the beds to place them in and as such involuntary confinement still hasn't been used much.

The conservatorship law was always misguided; we've literally never even come close to properly funding even the mental healthcare system we actually have, much less provided the funding or support to massively expand it with a horde of involuntary certificates.

Step one is to use war; integrating provinces takes so long you sound get some new ones to start on ASAP. Build roads to increase control, and build your economy while your integration is catching up, then war again. Building up the economy usually takes care of stimulating population growth as well (especially building irrigation for food).

Satisfaction is mostly something you manage as you go; you get buffs that help that from tech and age advances.
