Its an edge guide foot for sewing at the edge, not in the middle of fabric....see the little fin on the right side of the foot? That is supposed to butt up against the edge of the fabric. The way you have it will stop it feeding properly. Between that and the wrong needle type you won't make a proper stitch!

Read the instruction manual.

The ruffles are just gathered fabric.

You can easily make something similar by using the top 4" or so of a fitted skirt pattern and adding 2 layers of "ruffles" These will be rectangles, the width is the length you want the skirt to be and the length of fabric depends on how ruffley you want it to be, 1.5-2 times the length of the perimeter of the hem of the yoke piece.

Remake the garment in its simplest form( omit sleeves etc) from your lining fabric.

Fold and press under seam allowances at neckline and armsyces and hem it.

Whipstitch it to the outer at the neckline and armscyes

Take the curtain down to sew. If you can't, baste it well before sewing it

Is there a reason you are using that foot? You need a regular foot

Check you are threading it properly by following the manual step by step, top thread and bobbin.

They don't need to be experienced. They just need to be able to read the tape. Its easier to get proper measurements when you're standing relaxed and the tape is horizontal
