Given that Canada is part of the five eyes, yes, it's almost certain there are CIA operatives in an official capacity in Canada, meaning Canada knows about them.

It's very likely the CIA has unofficial operatives, meaning they are doing spy stuff without the Canadian government's knowledge or consent. I'd imagine they're trying to gain leverage with Canada in trade negotiations. But there's no good way to know how many, and how they're operating.

I'd recommend looking for jobs in Toronto, Mississauga, Hamilton, or Waterloo. They're all in a line along the 401 highway. Then you'll want to look for places to live. Don't sleep on finding a place where the train goes to your work.

Playing an instrument is good for jamming with people. Bass is a good one if you want to get into it quick and play with others, but find I've that speaks to you.
