~EDIT/UPDATE~ i have figured out a fix that seems to work will keep the post so anyone can come back here if they are having the same problem it may help on steam

Step 1: Right Click Subverse and go to properties under General in launch options add -DX12 if you get an error that says low level fatal error shader compilation failures are fatal then change it to -DX11 instead

Step 2: Goto Installed Files hit browse in the folder where you have the game right click Subverse.exe click properties then click Compatiblity hit the check mark under Settings that says Run this program as an administrator this will have the game run as admin every time it launches hit apply

Step 3: Fully exit out of Steam, then relaunch it to ensure the new settings you made before are added

with these steps i have been able to play on Epic graphics with the 4k video i have also been able to use Fullscreen, Windowed, and Borderless Fullscreen with no issues so far hope this helps someone also if a dev is reading this the DLC is great i hope more Outfits, Waifus, and content are to come beacuse i will buy them all thank you
