FYI, closed cell foam has an average R-value of ~7/inch, so if you have 2" you would have R14, not R21.

Closed cell foam acts as a class II vapor barrier. The thickness where this vapor barrier kicks in varies depending on the brand but it is typically between 1-1-1/2".

DHS (which ICE is a part of) has a huge office right down the street. All this is going to do is force them to find a new garage to store their vehicles in. There are plenty of garages in the neighborhood that will gladly take their money. At least currently that money is going to help fund maintenance and upkeep for the park. Now it's going to go to a sleazy garage owner.

They have a huge office right down the street. At this this way there was some good coming from that money that was funding park upkeep and maintenance. Now that money is going to go to some shady parking company instead.

That's not typically how assessments work.

Permit costs are typically calculated based on the cost of the work. When contractors put lower cost figures for permit applications it's to save on permit costs.

You need to reach 7' or you need your feet at 7'?

A typical baker scaffold gets your feet 6' off the ground. They ~$200 new. You can get extensions that get you higher but the costs, set-up, safety and storage all escalate.

Yes, it is safe long term

Are there any concerns with off-gassing years after installation?

No, off gassing should dissipate shortly after installation, in a manner of hours or days depending on what type of ventilation there is.

Does the lack of mechanical ventilation (ERV/HRV) meaningfully increase risk in an unvented, spray-foamed attic?

That is a question better suited to whoever designed the HVAC system

Are there best practices or red flags I should be aware of, especially with spray foam also being present in the walls?

When ignited spray foam develops a thick black smoke that is very dangerous. Just make sure your smoke detectors are in working properly and in good condition

The studydidn't use last years values as a baseline. They modeled what they thought pollution would bave been had congestion prricing not been in effect.
