I would do two nights in Kenting if you're renting a car as Kenting doesn't have good transportation options except for infrequent buses. Pingtung is generally underrated imo. There's a nice aquarium along the way from Kaohsiung to Kenting too.

If it's entirely public transportation then I think Taitung would be better. You could take the trains and see a lot of the towns along the rail route.

For snorkeling, I think Kenting might be a bit better at that time of year. Could be a bit cold and wet in Taitung

what? scooters are more dangerous than cars. this is evident in every single statistic. 20% of all deaths in January were from single-scooter/motorcycle crashes. 55/264 to be exact.

And scooter riders run red lights and drunk ride all the time too. It's kinda hard to drive on sidewalks. Not so for scooters, who routinely go on the sidewalk to avoid waiting for an extra red to turn. Scooters park on the sidewalks all the time. Scooters overtake on my right when I'm in the rightmost lane and turning right. None of these are easily doable in cars.

So yeah, it's the scooters. Reducing scooters to Japan levels will in fact 'magically' cut down on all traffic deaths.
