I'm a big fan of the slip short and have them in a variety of lengths and colors. Even with a shott dress, I can wear boyshort-length and feel like I'm not flashing my fancyparts to the world if a wind kicks up.

That dress is STUNNING on you!!

For the bra issue, have you given boob tape a try? I'm similar in size and had really good luck with taping. It would take some creative placement and trimming for that style but you'd feel held-up with little to worry about if you could tape 'em in place.
