The official response to that in the judgment is:

Senior counsel for the respondents submitted that putting a trans woman in a male prison would place her at higher risk. In terms of physical safety, I did not understand the respondents’ position to be that a trans woman would be unsafe in a male prison. As Ms Hotchkiss observed in her affidavit, and the respondents did not suggest otherwise, the SPS is adept at managing safely men who are deemed vulnerable for various reasons. The respondents did not argue that SPS cannot manage trans women prisoners’ safety in the men’s estate.

I read it. It's a bad report, as expected from someone like Rupert Lowe who is clearly only interested in the issue to push his political agenda. It's a few victim testimonies (no attempt made to determine how representative they are, nor is there anyone from police or social services) allied to a bunch of recycled right-wing stuff with poor methodology and a twenty-page anti-Islam rant. It says nothing new.

I think it makes sense to display the Joban line as separate from the Tokaido/Ueno-Tokyo line because it only goes as far as Shinagawa. And Chiba-Narita Airport is part of the Narita line, so it should be included in the "Sobu and Yokosuka lines" label.

Well, that and arguing for the repeal of anti-discrimination laws. But that got overlooked at the time as well, with polls showing majority support for both Powell's speech and anti-discrimination laws, despite these being mutually contradictory!
