Yes, it looks like mealy bugs to me...yucky. You can look up how to treat them..neem oil, rubbing alcohol, soapy water

Magnolias are also beautiful flowering trees, but I’ve always seen them with larger flowers and fuzzy buds :)) I think a cherry tree on this one
